L'Association Nationale des Villes et Pays d'art et d'histoire et des Villes à secteurs sauvegardés et protégés (ANVPAH & VSSP)

The Association Nationale is an important networking group for cities with the label "Villes et Pays d'art et d'historie" and with protected historic districts. The association provides sample contracts, for example, a recent one provides guidance for a city wishing to conduct a thermal envelope and energy study. The association provides a standardized format for interpretive guides for historic monuments and sites. The network is especially useful for smaller cities that may not have the same resources or expertise readily available as larger cities. Remember there are about 36,000 communes in France! With a small staff based in Bayonne, the southwest corner of France, this 10-year old organization has 150 member cities and territories. It is a strong communication, exchange, and branding network, well-recognized across the country that grew out of the creation of "secteurs sauvegardes" (similar to American historic districts) in 1964 and the creation of "Zones de protection du patrimoine architectural, urbain et paysager" (ZPPAUP, protection zones of architectural, urban, and landscape heritage) in 1983/93.

1964 : création des secteurs sauvegardés par André Malraux
1985 : création du label "Ville et Pays d’art et d’histoire"
1983 : création des ZPPAU, puis des ZPPAUP en 1993 avec la loi paysage.

Among other activities, ANVPAH & VSSP organizes seminars relevant to their member cities. Recently they organized a seminar on “Patrimoine Bati et Developpement Durable” or Sustainable Preservation held on 15-16 October 2009 in Grenoble. You can download many of the presentations at http://www.an-patrimoine.org/index-module-orki-page-view-id-652.html Scroll down until 15-16 octobre 2009.

Thanks to Marylise Ortiz and Muriel Perrin for their generous welcome and helpful resources on current environmental laws, as they relate to heritage.
